WR Mike Wallace has not signed the one-year tender offered him as a restricted free agent, and various reports say he will not do so before the Steelers open their organized team activities. Wallace is not required to sign the tender and the only thing required of any of their players - provided they are under contract - is to attend minicamp June 12-14.
The top two draft picks, G David DeCastro and OT Mike Adams, cannot attend until the semesters end at their schools. Therefore, Adams will miss through the first week of June while DeCastro will miss all of OTAs and minicamp because Stanford's spring quarter goes through mid-June. (Pittsburgh Post-Gazette)
FF Today's Take: The first "interesting" deadline is June 15, when the Steelers are permitted to change the amount of the $2.742M tender to 110 percent of Wallace's 2011 salary (roughly $577,000). Sources say they will not do that and GM Kevin Colbert has repeatedly said he wants to sign Wallace to a long-term contract. However, those negotiations have gone nowhere. The fact DeCastro and Adams - both likely starters - must miss time is unfortunate, but something they should be able to overcome.

Per the terms of the collective bargaining agreement, Wallace's chance to sign elsewhere expired in April, meaning that his only two options are to sign his one-year, $2.7 million tender with the Steelers, or hold out. According to ESPN, Wallace will wait to sign his tender until the last possible minute, which will likely be June 15. Per the CBA, the Steelers can drop the guaranteed value of the one-year tender to under $600,000 after June 15, which means Wallace would lose over $2 million by not signing. Wallace is unlikely to participate in offseason workouts with the team but would be a part of training camp if he signs by the June 15 deadline. The Steelers have said they'd like to sign him to a long-term deal.

According to ESPN, Wallace is considering a holdout for as long as possible given that he's unhappy with his contract situation. Wallace was reportedly looking for Larry Fitzgerald-type money but instead will likely play on a one-year, $2.7 million deal this season. Wallace could hold out through training camp if he so desires but per the CBA, the Steelers could withdraw the tender and replace it with an offer worth 110 percent of his 2011 salary ($577,000). Huddle Up: Wallace has no incentive to sign, and the Steelers don't have a ton of cap room to offer Wallace a long-term deal. He didn't draw any interest as an RFA, so he'll either have to return to Pittsburgh this season or hold out a la Vincent Jackson. Don't expect this situation to be resolved any time soon.

No team has made a significant run yet at Wallace, and it is not expected that one will. Huddle Up: San Francisco and Denver might have inquired about Wallace but that was never confirmed. These restricted free agents rarely get traded, and franklly the Steelers should not accept less than a first-round pick (if not a first and a third). Wallace will end up signing the $2.7 million guaranteed tender so he can accrue his 4th year in the league.

With the market window closing on Mike Wallace as a restricted free agent, the Pittsburgh Tribune-Review cites a league source saying that a few teams are showing interest in trading for the wide receiver. Wallace is unhappy with receiving the restricted tender from the Steelers and has until April 20 to sign an offer sheet with another club or else be forced to either sign the one-year tender from the Steelers (or a longer deal if he can agree to terms) or hold out. Wallace plans to hold out for now, skipping the team's offseason programs that start this month.
